Tom is a seasoned public security expert with leadership roles across the Department of Homeland Security, the TSA and Customs and Border Patrol (CBP), working closely with Homeland Security Secretaries to implement new policies.

Today he is President of Del Ray Consulting, providing security assessments for State and Local municipalities.

As acting Executive Assistant Administrator at the TSA he oversaw technology research, policy development and innovative travel solutions for the transportation public sector, and led the Offices of Policy, Intelligence, Research and Capability Analysis, and trusted traveler programs to ensure TSA’s operational capabilities were aligned with the needs of Federal Air Marshals and Transportation Security Officers.

Prior roles include Deputy Assistant Commissioner for the Office of Intelligence with U.S. Customs and Border Protection and Senior Advisor to the Secretary of Homeland Security on Vetting and Intelligence systems.
Tom began his career with the Department of Defense Strategic Defense Initiative then the U.S. Customs Service and is one of the first DHS graduates of the Naval Post Graduate School Executive Leadership Program.
